To use GPX files in ArcGIS Online: Go to Classic viewer > Add GPX from a file > save layer > Publish as a hosted feature layer and share it with public as well. Hit the Upload button and your map waypoints should be added to the new map, automatically. It imported the GPX just fine and now I can view it in the Google Maps on Android inside My Tracks.
